Competence 2 Maintain a safe navigational watch

Simulator exercise

A. Colregs Rule 13

    Objective:

    • Demonstrate understanding & application of COLREGS rule 13 (i.e. conduct of vessels in restricted visibility)

    Scenario:

    • Ship: Two vessels, a tanker and a container ship, are approaching each other in a narrow channel.
    • Weather Conditions: Dense fog has reduced visibility to less than 200 meters.
    • Navigational Aids: Use a desktop or full mission simulator

    Tasks:

    1. Sounding Signals: Both vessels should sound the appropriate sound signals (one prolonged blast every two minutes) to indicate their presence and direction.
    1. Speed Reduction: Both vessels should reduce their speed to the minimum necessary to maintain steerageway.
    1. Course Alteration: If a risk of collision exists, the vessel that can most easily alter course and speed should do so to avoid the collision.
    1. Communication: Both vessels should maintain radio watch and communicate any changes in course or speed to the other vessel.

    Evaluation:

    • Sound Signal Compliance: Both vessels should correctly sound the required fog signals.
    • Speed Reduction: The vessels should reduce their speed to a safe level.
    • Course Alteration: The vessel that can most easily alter course and speed should do so in a timely and appropriate manner.
    • Communication: Both vessels should maintain effective communication and exchange necessary information.

N.B.: If the scenario takes place in a traffic separation scheme, the vessels should comply with the applicable rules and regulations. If a VTS system is in operation, the vessels should coordinate with the VTS center and follow their instructions.

    B. Colregs Rule 14

    Objective:

    • Demonstrate understanding & application of COLREGS rule 14 (i.e. conduct of vessels in restricted visibility when there is a risk of collision)

    Scenario:

    • Ship: Two vessels, a tanker and a container ship, are approaching each other in a narrow channel.
    • Weather Conditions: Dense fog has reduced visibility to less than 200 meters.
    • Navigational Aids: Use a desktop or full mission simulator

    Tasks:

    1. Sounding Signals: Both vessels should sound the appropriate sound signals (five short blasts given quickly) to indicate their presence and direction.
    1. Action to avoid collision: The vessel can most easily alter course and speed should do so, to avoid the collision. If both vessels can alter course and speed, the vessel to starboard should give way to the vessel to port
    1. Maneuvers: The vessel that has given way should alter course and speed to avoid the collision, while the vessel has the right of way should maintain its course and speed as far as possible
    1. Communication: Both vessels should maintain radio watch and communicate any changes in course or speed to the other vessel.

    Evaluation:

    • Sound Signal Compliance: Both vessels should correctly sound the required fog signals.
    • Course Alteration: The vessel that can most easily alter course and speed should do so in a timely and appropriate manner.
    • Right of Way: The vessel with the right of way should maintain its course and speed as far as possible.
    • Communication: Both vessels should maintain effective communication and exchange necessary information.

    C. Colregs Rule 15

    Objective:

    • Demonstrate understanding & application of COLREGS rule 15 (i.e. conduct of vessels in restricted visibility when a risk of collision exists and both vessels are engaged in the same maneuver to avoid the collision)

    1. Maneuvers: Both vessels should maintain their course and speed until they can see each other. If it becomes apparent that the maneuver will not avoid the collision, both vessels should take additional action to avoid the collision, such as altering course to port.
    1. Communication: Both vessels should maintain radio watch and communicate any changes in course or speed to the other vessel.

    Evaluation:

    • Sound Signal Compliance: Both vessels should correctly sound the required fog signals.
    • Maneuvers: Both vessels should take appropriate action to avoid the collision, including altering course to port if necessary.
    • Communication: Both vessels should maintain effective communication and exchange necessary information.
