Annex VI – Prevention of Air Pollution from Ships

Sulfur Oxides (SOx) and Particulate Matter

General Requirements:

  1. The sulfur content of fuel oil used on board ships must not exceed the following limits:
    • 4.50% m/m before January 1, 2012,
    • 3.50% m/m from January 1, 2012, and
    • 0.50% m/m from January 1, 2020.
  2. The global average sulfur content of residual fuel oil supplied for use on board ships shall be monitored in accordance with guidelines developed by the organization.
  3. When ships operate in an emission control area, the sulfur content of the fuel oil used on board must not exceed the following limits:   1.50% m/m before July 1, 2010,
     1.00% m/m from July 1, 2010, and
     0.10% m/m from January 1, 2015.

Energy Efficiency Design Index (EEDI)

  • Establishes energy efficiency requirements for new ships.
  • Stimulates technical development such as more efficient engines, hulls, and other energy-saving technologies.
  • Allows for the comparison of ships that can carry the same cargo, facilitating market adaptation.

Ship Energy Efficiency Management Plan (SEEMP)

  1. Measures to improve efficiency:
    • A list of energy-efficient measures, implementation mechanisms, goals, and improvement strategies.
  2. Monitoring and control of EEOI:
    • An operational indicator used as a measuring instrument for efficiency improvement.
  3. Improvement plan:
    • A detailed plan outlining strategies for ongoing improvement in energy efficiency.
