Annex V – Prevention of Pollution by Garbage from Ships

The following regulations from Annex V are related to anti-pollution procedures:

  • Regulation 3: Disposal of garbage outside special areas.
  • Regulation 4: Special requirements for the disposal of garbage.
  • Regulation 5: Disposal of garbage within special areas.

Regulation 9: Placards, Garbage Management Plans, and Garbage Record-Keeping

  1. (a) All ships that are at least 12 meters in length must have placards to inform the crew and passengers of the disposal requirements in Regulations 3 and 5 of this Annex, as relevant.

  2. All ships with a gross tonnage of at least 400 tons, and all ships certified to carry at least 15 persons, must have a garbage management plan that the crew must follow. This plan must include written procedures for the collection, storage, processing, and disposal of garbage, including the use of onboard equipment. It must also designate the person responsible for implementing the plan. This plan must comply with guidelines developed by the organization* and be written in the working language of the crew.

  3. All ships with a gross tonnage of at least 400 tons, all ships certified to carry at least 15 persons that travel to ports or offshore terminals under the jurisdiction of other contracting parties, and all fixed and floating platforms engaged in exploration and exploitation of the seabed, must have a garbage record book.

 

Garbage Management Plan

  • GMP: A systematic approach for handling garbage at sea.
  • Content: Should include procedures for the crew to follow regarding the minimization, collection, storage, handling, and disposal of garbage generated on board.
  • Description: This should detail the responsibilities and the use of incinerators, compactors, and shredders.

Garbage Record Book:

  • Responsible Officer: Designated officer in charge.
  • Records: To log the disposal of garbage at sea or to reception facilities, use of incinerators. Include type and quantity of garbage.
  • Subject to PSC: Subject to Port State Control inspection.

Annex VI – Prevention of Air Pollution from Ships

  • Measures for Emissions: Controls the release of harmful gases from ship exhaust, such as:
    • Sulfur oxides (SOx)
    • Nitrogen oxides (NOx)
  • Restrictions: Limits the intentional emissions of ozone-depleting substances.
  • Energy Efficiency Measures: In 2011, the IMO adopted mandatory technical and operational energy efficiency measures (MEPC 62) aimed at significantly reducing greenhouse gas emissions from ships. These measures were implemented in this Annex and came into force in 2013.
  • Adopted Measures: Technical and market-based measures to reduce CO2 emissions include:
    1. Energy Efficiency Design Index (EEDI)
    2. Ship Energy Efficiency Management Plan (SEEMP)
